Ventura WaterPure: repeating the mistakes of the past

An opinion piece published in local papers in support of the Ventura WaterPure recycling plant misses the most important concern; by locating it in the floodplain, this expensive infrastructure is not considering the cost to future generations.  Ironically, the same issue of the Breeze includes an article titled "The Great Flood Ventura County 1969 – A Cautionary Tale?"  The letter to the editor below connects the dots.

Sarabelen is so right, “nature isn’t just part of the scenery.” In Ventura we are blessed with two rivers and the Pacific Ocean, but it seems we keep making the same mistakes.

More than thirty years ago, the City of Ventura constructed a bike path right on the shoreline at Surfers Point. The ocean soon reclaimed the beach, and it took decades to undo the mistake. Today the relocated bike path is protected by imported cobble and constructed dunes that are much more than just scenery. In the end, that $200,000 bike path cost $20 million to fix, entirely because decision makers did not understand and respect the forces of nature.

Unfortunately the City of Ventura is planning to repeat the same mistake, only this time billions of dollars are on the line.   In "The Great Flood Ventura County 1969” the Santa Clara River jumped its banks and flowed through the wastewater treatment plant and into the Ventura marina. Broken pipes spilled raw sewage into the ocean for weeks. 

Now Ventura has decided that the WaterPure plant should be built right in the path of this historic flood. Only this time it’s different. It is well established that climate change will cause sea levels to rise by many feet over the coming century. Combined with ever more powerful atmospheric rivers, this location will be subject to unimaginable flooding. 

Rather than doubling down on this hazardous site, the city should be planning to relocate all water and wastewater infrastructure to higher ground out of harms way. To do anything else is an insult to the next generation.

Ventura Water Pure Ocean Outfall

The City of Ventura is planning to construct an ocean outfall extending approximately 6,800 feet offshore from Marina Park near the Ventura Harbor.  The outfall and associated pipeline will ultimately serve to dispose of concentrated "brine" from the planned "Ventura Water Pure" wastewater recycling facility.    A new underground pipeline will connect the existing Ventura Water Reclamation Facility to the outfall.  


Initially the City will discharge up to 4.7 million gallons per day (MGD) of tertiary-treated water through the ocean outfall. The Ventura Water Reclamation Facility currently discharges tertiary-treated wastewater into the Santa Clara River Estuary (SCRE) near its connection to the Pacific Ocean.  In March 2010, the Ventura Coastkeeper and Heal the Bay filed a lawsuit alleging that the discharges of the tertiary-treated effluent into the estuary violated State and Federal law.  The City settled and entered into a consent decree requiring the City to develop alternatives that would improve conditions for the habitats and species within the estuary.  The first phase would discharge up to 90% of the City's treated wastewater offshore by 2030.  

The City is also currently planning for the Ventura Water Pure reclamation facility which would further process the tertiary wastewater using reverse osmosis and other treatments to allow injection into local aquifers.  This would provide a new source of water through Indirect Potable Reuse (IPR) to help accommodate the City's growth.  The byproduct of this process is a concentrated "brine" which will be disposed offshore through the ocean outfall.  



Construction will mainly impact Marina Park and the harbor area to install the plumbing necessary to disharge offshore as shown in the illustration below. A 20-inch diameter high-density polyethylene (HDPE) Conveyance Pipeline will connect from the wastewater treatment plant at Harbor Boulevard and Olivas Park Drive, extending north along Harbor Boulevard, then west on Schooner Drive, and northwest along Anchors Way where it would connect to the Harbor Crossing. The 20-inch pipe will be bundled with two 8-inch sewer pipes in a 36" pipe to be drilled 30 feet below the harbor bottom to connect with the Ocean Outfall at Marina Park.  





The City completed their environmental analysis of this project in 2019 with an addendum in 2022.  


BACKGROUND AND ANALYSIS:

Surfrider has advocated for water recycling over the past decades, and this ocean outfall is a necessary component of this.  Recycling is accomplished by reverse osmosis which generates a “brine” that has to be disposed of.  Once the WaterPure facility is operating this outfall will be primarily for brine disposal.  In the interim, while the facility is being constructed, the outfall will be used for offshore disposal of tertiary treated wastewater.  This would effectively relocate the disharge from the estuary/nearshore to a mile offshore in Pierpont Bay to comply with a court order resulting from Wishtoyo/HealtheBay lawsuit.

There are some unavoidable impacts with this project, but in the long term it should lead to improvements in our regional water supply and water quality as well as eliminating the impacts to the Santa Clara River Estuary.  Concerns include whether offshore currents could bring the effluent back onshore and of course the implications of sea level rise.   Coastal Commission Staff recognized the sea level rise concerns by reducing the permit from 50 yr to 30 yr at which point they would revisit it.

A big concern is the City's ambition that this outfall could one day be used for an intake of ocean water for desalination.  Surfrider and others have concerns about ocean desalination due to the impacts on the marine ecosystem and the carbon footprint of this energy intensive process.

Ventura has been awarded federal loans covering half the costs for a program to convert treated wastewater into safe drinking water and reduce discharges of effluent into the Santa Clara River estuary.

Speaking at a news conference Tuesday at the city's water reclamation plant, officials said the venture will benefit the environment, boost water supplies by up to 20% and protect the community against drought.

The financial award is a "monumental milestone," Ventura Mayor Joe Schroeder said at the invitational event where federal, state and city officials celebrated the nearly $174 million in funding and promoted the benefits of the project called VenturaWaterPure.

The loans will pay for half of the $354 million to be spent on an initial phase, program Director Linda Sumansky said. Around 60% of the roughly 5.5 million gallons of treated effluent going into the estuary daily will be diverted and an advanced purification plant built. A second phase allowing all the effluent to be diverted will cost another $80 million.

RE: SCRE Special Studies – Water Recycling Opportunity

Dear Ms. Dorrington:

The Ventura County Chapter of the Surfrider Foundation has voiced concerns with water quality at the mouth of the Santa Clara River since our Blue Water Task Force identified high bacteria levels at this popular surfing location in the early 1990’s. Recognizing the benefits of integrated water management, the Surfrider Foundation has been a longtime proponent of recycled wastewater to enhance our coastal ecosystems. Wastewater discharges have historically impaired coastal water quality, and even with advances in technology, increased nutrient levels impact receiving waters.

We would like to re-state our support for 100% recycling of the city’s wastewater to eliminate the discharge into the Santa Clara River Estuary.

We do not concur with the analysis presented at the November stakeholder meeting that oversimplify the ecosystem associated with the Santa Clara River Estuary (SCRE.) Indeed, as other commenters have noted, this system is in fact much more representative of a coastal lagoon, since it does not maintain a perennial opening to the ocean. Indeed, it is this fact that creates the problems with the wastewater discharge. Without a regular exchange between the lagoon and the ocean, nutrient rich wastewater accumulates in an unnatural manner behind the beach berm. Only during large winter storm events or human intervention does this lagoon breach. This results in unnaturally high water levels and poor water quality.

Finding of Enhancement is Flawed:

Any conclusion that determines that the lagoon is enhanced by the wastewater discharge are flawed. Although the resource agencies rightly are concerned for the endangered and special status species that rely on habitat at the mouth of the Santa Clara River, current conditions limit, rather than support those species. The unnaturally high water levels resulting from the discharge create a simplified pond habitat that is subject to episodic draining. Sea water exchange, a necessary part of this ecosystem, is also precluded with the flooded lagoon. The elimination of habitat complexity and poor water quality has created an ideal habitat for non-native species, most prominently carp. From our experience on the Ventura River, carp are the predominant fresh water species below the Ojai Sanitary District discharge on the lower Ventura River, relegating this reach to migratory status for the endangered Southern Steelhead. Steelhead may survive in such an environment, but they certainly wouldn’t choose it.

An Opportunity for Ecosystem Benefits:

A more complete ecosystem view of the situation has not been conducted as part of the SCRE analysis. By focusing exhaustively and exclusively on the Santa Clara River Estuary, the potential benefits of eliminating the wastewater discharge have not been fully considered. Consider this fact:


50% or more of the discharge originates from the Ventura River


The City of Ventura relies on a wellfield at Foster Park and surface storage from Lake Casitas for more than half the water supply. Both of these sources are currently stressed from over allocation during the prolonged drought.





How could a point source discharge directly into the Santa Clara River Estuary be considered to mimic “natural” processes and enhance the habitat, when much of the water originates from the adjacent watershed?

Most significantly, studies have documented the high quality spawning, rearing, and refugia habitat in the Ventura River upstream of the Foster Park wellfield. However, flows in this reach have become seriously impaired by over-extraction of groundwater, to the point that in recent years this refugia habitat has dried up for extended periods during the critical summer and fall months. It should be noted that this reach of the Ventura River was historically known as the “live reach,” for the rising groundwater in the vicinity of Casitas Springs, which was also named for this phenomenon. These are precisely the conditions that favor native species such as the southern steelhead. Indeed, recent population surveys have documented the presence of native trout in this reach.

Water Budget Perspective:

Consider the potential benefits from developing a “new” supply from recycled water. These slightly outdated supply and demand numbers are taken from the City's 2013 Final Comprehensive Water Resources Report. It is evident from this graph that if 'new' sources of water are not found the city will outgrow its water supply in the near future.




The red arrow shows that the potential for recycled water in Ventura is close to 50% of demand. (Of course the actual volume would be less than this depending on treatment and reuse options, but this demonstrates the overall magnitude.) Therefore water recycling would provide an opportunity to eliminate the flooding problem at McGrath as well as offset municipal water demand (i.e. an 'integrated solution'.) This demand offset could provide an opportunity to reduce pumping at the Foster Park wellfield during dry months of the year to sustain the critical habitat within the “live reach” of the Ventura River.



Recommendation:

We encourage the City of Ventura and the stakeholder resource agencies to carefully reconsider the potential benefit from maximizing the recycled water potential. Rather than choosing to maintain an artificial pool at the Santa Clara River Estuary, which has very limited habitat benefits, demand offsets gained through recycling 100% of the wastewater effluent may be applied to the enhancement of the comparatively high quality habitat in the Ventura River. In turn, the coastal lagoon will return to a more natural hydrology with improved water quality and habitat, while also eliminating the non-native habitat conditions that are currently degrading the SCRE ecosystem.

Drought and water supply


As the unprecedented drought continues, local water agencies are examining potential "new" water sources in the event that our "backup," Lake Casitas,  runs dry.  An April article in the Ventura County Star warned that without rain Lake Casitas could be empty in four (4) years.  The lake level is
continuing to decline, now at 35.5%, a drop of 2.1% since September.  The Ventura River Watershed has remained independent of imported water, but the threat of megadrought has re-opened the discussion.

On Thursday, September 22, 2016 the Casitas Water District sponsored a Regional Drought Summit, (the Presentations are available here, or on YouTube here)  The well attended event was held at the Oak View Resource Center and included a panel of speakers with representatives from City of Ventura, Golden State, Ventura River, Meiners Oaks, and Senior Canyon Municipal Water District.   Ventura River Watershed coordinator Zoe Carlson  provided a short overview on the drought's effect on the watershed.






On November 9th, the Casitas water board received a presentation on a Water Security Project Analysis.  The report and the associated PowerPoint presentation are now available here.

Casitas has been looking at ways to mitigate the effects of the drought on our water supply. The report analyses the technical and financial feasibility of ‘new’ water supply projects. The reports are preliminary, but are a great way to give the public a glimpse of the research Casitas is involved in to secure your water.






This report concludes that the best bet may be a horizontal bore into water-bearing bedrock in the mountains above the lake.  The so-called  "Matilija HoBos" would tap into the Matilija sandstone geologic formation potentially accessing over 29,000 acre feet of water.









 
In the meantime, the City of Ventura is also investigating their options.  A hookup to the State Water Project  would be possible in cooperation with other water agencies, including Casitas.  And at the recent Santa Clara Estuary meeting they announced that the City will be initiating CEQA environmental review for recycling wastewater through Direct Potable Reuse based upon their successful demonstration project.














And now to complete the discussion, Supervisor Steve Bennett has called for a December 1, 2016
forum on ocean desalination.  


If all this sounds familiar, it is.  The debate on state water vs ocean desalination ended when the last drought came to an end in 1994.

1969 Floods and Ventura wastewater

As we prepare for 2016's predicted floods, it is interesting to look back in history.   The photos below illustrate the impact to the City of Ventura's wastewater infrastructure from the big floods of 1969.  The Santa Clara River jumped its banks and flowed around the wastewater treatment plant into the Ventura marina.  Broken pipes spilled raw sewage into the ocean for weeks.  

In many ways the wastewater treatment plant located at the mouth of the Santa Clara River continues to become increasingly vulnerable over time.  Upstream development has led to new and bigger levees, effectively channelizing the river and increasing flows near the river mouth.  Moreover, as time goes by climate change will compound the problem through increased storm intensity which will add to the threat of flood from upstream, while rising sea levels present a growing risk from the ocean.





The Olivas Park golf course was historically a productive wetland, which also provided an effective buffer to flood waters along the banks of the Santa Clara River. As illustrated below, in 1969 the river flowed right through the recently constructed golf course and into the marina.   








Solutions:  Surfrider has commented on the Santa Clara Estuary Special Studies that Ventura Water should take advantage of ongoing plans to reduce discharges into the Santa Clara Estuary through wastewater recycling, and consider developing a decentralized strategy.  This would over time reduce the volume of wastewater reaching the estuary, and increase resilience in the face of these risks.

Ventura demonstration water recycling plant


Ventura city officials raise a glass of recycled water

On July 16, 2015, Ventura Water unveiled the new "Pure demonstration facility." The plant is a pilot wastewater recycling plant that produces 20 gallons per minute of treated drinking water from the tertiary treated water that is currently discharged into the Santa Clara River estuary.  The plant is part of a statewide initiative to demonstrate the feasibility of direct potable reuse (DPR.)
 
The components of the facility are shown below.  Visit the city's sustainable water website for an interactive version of this graphic and more information.  Tours are being given every Saturday from 9 to 11 am for the general public. Surfrider letter re: Ventura 2015 Comprehensive Water Resources

RE:  2015 COMPREHENSIVE WATER RESOURCES REPORT

Dear Ventura City Council;

The Ventura County Chapter of the Surfrider Foundation has been engaged in local water issues for almost two decades.  We recognize that waste equals pollution, which directly affects the health of our coast and those of us who enjoy ocean recreation.  We believe that a truly integrated water management plan is desperately needed so that the City of Ventura can become sustainable within the limits of our local water supply.

The current drought has exposed the vulnerability of the City of Ventura to uncontrolled variations in water supply.  Ventura has reached what some call “Peak Water.”  Water supply is the most critical issue our community faces, and future generations depend on today’s decisions.

Unfortunately, our review of the 2015 COMPREHENSIVE WATER RESOURCES REPORT reveals some glaring errors and omissions that not only represent undisclosed limits to our water supply, but also missed opportunities in attaining sustainable water management.

We recommend that City Council:
Reject the 2015 COMPREHENSIVE WATER RESOURCES REPORT until these errors are resolved, and
Impose a building moratorium during the current severe drought.

The following are some of our concerns with the 2015 COMPREHENSIVE WATER RESOURCES REPORT:

1. Casitas Municipal Water District (Casitas)

The report does not mention transfers outside the CMWD district boundary to the east side of Ventura.  Under current drought conditions this transfer will likely have to be eliminated. Also, the report assumes a drought reduction of the City’s supply from Casitas of 20%, while CMWD is mandated to reduce overall demand by 32%

2. Ventura River Surface Water Intake and Upper Ventura River Groundwater Basin/Subsurface Intake and Wells (Foster Park)

Currently flows have dropped to a historic low at Foster Park.  The report notes that the City’s ability to draw water from the Ventura River has been significantly impacted by the current drought. However, the long-term estimates for increased yield from 4200 to 6700 acre feet per year yield from Foster Park are not realistic due to physical and legal constraints.
1. Future water supply estimates from Foster Park are based on the wettest years, which in reality only occur once every 7 to 10 years.  Therefore, the expectation for increased yield from Foster Park do not account for the physical limitations of a variable climate – many years there simply will not be that much water to extract.
2. In the future, extractions at Foster Park are likely to be legally constrained.  Reduction and elimination of surface flows in the “Live Reach” of the Ventura River threaten the endangered steelhead as well as recreation and water quality.  Ongoing litigation by Santa Barbara Channelkeeper questions Ventura’s water right with regard to instream flows and the public trust.

3. East side groundwater supply:

Aquifers on the east side are impacted by overdraft and subject to long-term salt-water intrusion.  Poor water quality necessitates blending to achieve potable water standards.  The City of Ventura is just one of many users of these aquifers.  Depending on future drought and urban and agricultural uses these sources may also become more limited.

4. Recycled Water:

The report only anticipates a small increase of 700 AFY in reclaimed water for the 2025 water budget.  Reclaimed water is the city’s best opportunity to enhance water supply reliability.

Ventura Water Reclamation Facility  (VWRF)

The city is bound under under the Wishtoyo/HTB legal settlement to increase reuse of VRWF effluent to at least 50% by 2025.  This could yield a significant increase in water supply while at the same time reducing the impact to the estuary and McGrath State Beach, which has been closed due to flooding.

Ojai Valley Sanitary District (OVSD)

In contrast, reclamation of  OVSD effluent will greatly reduce flows in the lower Ventura River.  Currently, in dry years, nearly 100% of the flow in the lower Ventura River is OVSD effluent.  Removing this effluent from the river will further compound the impacts from over-extraction at Foster Park and result in a dry river.  Therefore we do not anticipate that this is a viable future source of water for Ventura.




5. What population may be supported by the current and future supply?

This is the most important question facing the city today. It appears that Ventura is overestimating the current and future water supply in order to justify continued urban growth.  This places an undue burden on current and future residents.  We recommend that a building moratorium be enacted until this question is answered and a clear plan for future water management is developed.

6. How can Ventura better plan for the future?

Why did Ventura miss out on Prop 40 IRWMP funding?
The County-run Watersheds Coalition of Ventura County (WCVC) program has successfully secured millions of dollars in state funding for local projects.  Despite investing thousands of hours of staff time as well as fiscal sponsorship for WCVC, the City of Ventura did not submit any proposals for IRWMP grant funding.

Surfrider has consistently advocated that Integrated Water Management is the key to attracting grant funding to achieve optimum use of available water supplies.   This is best achieved on multiple scales using a watershed planning approach.  Coordination with other local agencies, and capturing and using resources near their source are essential to provide resiliency to future changes.

An Ocean Friendly Garden is a small-scale example of this strategy.  Water that runs off roofs and driveways is captured in the landscape providing an adequate supply of water for native plants as well as reducing flooding and water quality problems downstream.  Greywater may be used on-site to support fruit trees.  By capturing and using water onsite, wasteful irrigation is eliminated and water that used to run off the landscape is captured so as to contribute to the local aquifer. Many small Ocean Friendly Gardens add up to neighborhood-scale benefits.

On a larger scale, water that is currently channeled off the landscape by the storm drain system should also be captured and utilized.  Such improvements to the urban landscape provide an even greater opportunity to capture and infiltrate stormwater and eliminate the liability from polluted runoff.  This could be highly beneficial in stressed aquifers such as those in East Ventura.

Similarly, wastewater may be captured in locations with reuse opportunities through small local “scalping plants.”  Such plants should be planned for East Ventura where groundwater recharge or direct reuse can help maintain depleted aquifers.

Santa Clara estuary 'fix'



The County of Ventura obtained permits to install a system to execute controlled draining of the Santa Clara River Estuary.  This is a temporary 'fix' to the problems caused by the accumulation of wastewater in this dry year when the rivermouth did not breach.  McGrath State Beach, which was to re-opened this year following an outpouring of public support, has been closed all summer due to a flooded campground.

Mid Town Ventura - Know Your H2O


Last week I was the guest speaker at the Midtown Community Council.  The midtown community has taken the lead on neighborhood Ocean Friendly Gardens and Green Streets retrofits to address stormwater runoff from this urban area, so this was a welcome opportunity to provide insight on how local actions fit into the 'big picture.'

Surfrider's 'Cycle of Insanity - the Real Story of Water' video illustrates how the water cycle, upon which we all depend, has been modified in so many ways that it has become a 'Cycle of Insanity.'  We have developed our urban areas to channel rainfall into storm drains that deliver polluted runoff directly to our rivers and coasts, wasting water that could be directed into our over-pumped aquifers.  Millions of gallons of treated wastewater is being discharged into the ocean - where desalinization plants are being proposed to pump that water back out of the ocean to remove the salt and sell it as a new water supply.  All of this wastes precious fresh water AND energy, further exacerbating the impacts of climate change.

In the Ventura region the signs of stress are evident - but not always seen as connected.

From this simplified schematic we can see that about half the city's water supply comes from the Ventura River.  The wells at Foster Park provide about 25% of the city's water, and there is a high demand from this good quality source which is used to dilute the poor groundwater from east side wells. 

About half of the total water used in the city is discharged as wastewater into the Santa Clara River estuary.   So while it may seem 'natural' to discharge treated water into the estuary, much of it does not even originate from the Santa Clara River watershed. In dry years (like this) when the sand berm does not breach and drain the estuary into the ocean, that 9 million gallons a day keeps accumulating, often flooding the state beach.  Artificial breaches have resulted in fish kills, so solutions to the flooding problem have been hard to reach.  


These supply and demand numbers are taken from the city's recent 2013 Final Comprehensive Water Resources Report.  It is evident from this graph that if 'new' sources of water are not found the city will outgrow its water supply  in the near future.  (Indeed, we may already be there, as another year of drought will spell trouble.)

Solutions:  The red arrow shows that the potential for recycled water in Ventura is close to 50% of demand.  (Of course the actual volume would be less than this depending on treatment and reuse options, but this demonstrates the overall magnitude.) Therefore water recycling would provide an opportunity to reduce the flooding problem at McGrath as well as offset demand to reduce pressure on the supplies.  (i.e. an 'integrated solution')  The City of Ventura is currently investigating recycling opportunities and in the short term installing a system for controlled pumping of the estuary into the ocean.

Another symptom of the Cycle of Insanity in Ventura is urban runoff.  Surfrider has studied the downtown/midtown areas and mapped the underground storm drains.  This infrastructure effectively directly connects to the ocean almost every gutter downspout, driveway, street, and parking lot in the area.  The 'impervious' landscape turns even the smallest rainfall into runoff.

Problem: Within the Midtown area (Prince/Sanjon drainage) high runoff volumes flood Sanjon Road and pollute the beaches every time it rains.

While individual citizens often have little control over this infrastructure, the solution begins at home.  This is why Surfrider's 'Ocean Friendly Gardens' program is catching on throughout the region.


 Last year's Ocean Friendly Garden project in the Midtown area not only installed a residential garden, but also included the first 'curb cut' in Ventura.

The 'curb cut' expands the effectiveness of Ocean Friendly Gardens into the public right-of-way, directing runoff from the street into the median where it is infiltrated into the soil.  Any excess water that cannot be absorbed is filtered and released back into the street.

Although the City of Ventura has been slowly retrofitting some of the urban area and planning to implement a 'green streets' demonstration project, budget cuts recently forced the city council to reverse its 2008 'green streets' policy which funds these projects.

Solutions: A less costly community-based green streets approach may be to install curb-cut bioswales along an entire city block.  This would capture the majority of runoff before it enters the storm drain and ends up on the beach for a fraction of the cost of an engineered green street demonstration project.  This may soon become a reality in Midtown Ventura if a 'block party' can be organized!

McGrath State Beach flooding

This year's drought combined with the constant artificial flow into the Santa Clara River estuary have resulted in a flooded campground at McGrath State Beach.  As documented by the ongoing studies, up to 9 million gallons per day currently discharged from the City of Ventura's wastewater treatment plant create artificially high water levels in the coastal lagoon.  Winter floods naturally breach the lagoon, which then takes months to re-fill, but without significant river flows the sand berm keeps the rivermouth closed.  In 2010 an artificial breach resulted in rapid draining of the lagoon and death of steelhead trout and other endangered species.  (see Estuary breach kills fish)

This is just one symptom of a complex water management issue that begins at the Ventura River - this year the river has dried up at Foster Park, one of the the city's primary water supplies.  This water is piped to homes and businesses in the city, used once, and discarded as 'wastewater' which is treated and discharged into the Santa Clara River.  We continue to advocate for 'Integrated Water Management' that would increase water use efficiency though conservation and decentralized re-use.

Surfrider submitted written comments on February 28, 2013 that included this statement:

The Surfrider Foundation’s national ‘Know Your H2O’ campaign recognizes the importance of integrated water management as a solution to coastal problems. Many municipalities are responding to the global water crisis through the implementation of water recycling to diversify their water supplies. The SCRE Phase 2 study does an excellent job of identifying opportunities for wastewater reuse throughout the City of Ventura, and has identified a number of projects that may become components of an integrated water management strategy.
As we have commented previously, it is important to recognize that, on average, two thirds of the water discharged into the Santa Clara River Estuary comes from the Ventura River. The report notes that the city’s water supply is stretched thin, and this is evidenced in the current drought that has dried up the Ventura River, including the City’s wellfield at Foster Park. Cumulative impacts within the Ventura River have resulted in a 303d impairment listing for pumping and diversion. Therefore, a watershed-based strategy designed to restore instream resources and protect groundwater basins is essential to addressing multiple regulatory pressures and to ensure the long-term viability of the city’s water supply.
We agree with the general consensus from the stakeholder workshop that implementing Indirect Potable Reuse (IPR) and Direct Potable Reuse (DPR) within the City of Ventura is the highest and best use of the city’s wastewater. As discussed in the report, the Ventura River provides higher quality water than the groundwater on the East side. Therefore there is some merit to keeping Ventura River water within that watershed as proposed with the North side decentralized treatment plant. We also recommend that an East side decentralized wastewater treatment plant remain as a possible alternative in this strategy. This plant should be included in planning for urban expansion on the east side because treating and reusing water nearer its source would provide other long-term benefits. For instance, the location of the existing treatment plant within the floodplain of the Santa Clara River and an area of potential sea level rise inundation makes it vulnerable to catastrophic events that may require its relocation within the 50- to 100-year time frame. A citywide decentralized water reclamation system would reduce this vulnerability and limit the potential impacts from future flooding while increasing overall water use efficiency. 
...To summarize, we strongly support an expanded water-recycling program within the City of Ventura, but disagree with the analysis of habitat enhancement from the wastewater discharge into the Santa Clara Estuary. We encourage the City to continue to develop an integrated water management plan that considers the broader long-term benefits of increased water use efficiency.

Ventura Water Town Hall meeting


Last night the City of Ventura held a Town Hall Meeting to discuss the settlement agreement between Ventura Water, Heal the Bay, and Wishtoyo Foundation’s Ventura Coastkeeper Program to resolve legal actions associated with the City’s wastewater facility discharges of tertiary treated water into the Santa Clara River Estuary.



According to the City's press release, the legal action taken by the environmental groups is "...a great example of how government can work with public interest groups to bring about change that makes sense."

The Ventura City Council is expected to vote on a final settlement on December 12. The settlement outlines the common goals and an innovative process using the best available science to decide how best to use the reclaimed water produced by the wastewater facility in the future.   The major points of the long-term settlement include:



  • Creating opportunities for using between 50-100% of the treated water for landscaping or other non-drinking uses to stretch water supplies and reduce the amount released into the Estuary
  • If any treated water is still released into the Estuary, a treatment wetlands will be constructed to further improve water quality
  • Working together with Ventura Water’s customers to arrive at the most responsible and sustainable solution for the health of the Estuary and Ventura’s water supply by 2025.



The total costs of these projects are estimated at $55 million, which could possibly result in an additional cost of  $3.52 per month per average household until 2055.  The different options to fund this program will be evaluated during Ventura Water’s Cost of Service and Rate Design Study now underway.

Next steps for Ventura Wastewater?


The City of Ventura has been wrestling with it's wastewater discharge for the past two decades.  Increased regulatory scrutiny and pressure from environmental groups resulted in the "Santa Clara River Estuary Special Studies" process, which began in 2009.  These studies have been focused on determining whether or not the volume and quality of wastewater is beneficial to the Santa Clara River Estuary.

This month the City announced a settlement with Wishtoyo/Ventura CoastKeeper and Heal the Bay, which alters the discussion.  According the the VCStar, 'Ventura officials announced Wednesday a settlement agreement to spend up to $55 million to redirect and possibly reuse millions of gallons of heavily treated sewage water that currently flows into the Santa Clara River from a city treatment facility. Ventura ratepayers will be responsible for covering most of the expense.'

According to the City's website,

The major points of the long-term settlement include:
  • Creating opportunities for using between 50-100% of the treated water for landscaping or other non-drinking uses to stretch water supplies and reduce the amount released into the Estuary
  • If any treated water is still released into the Estuary, a treatment wetlands will be constructed to further improve water quality
  • Working together with Ventura Water’s customers to arrive at the most responsible and sustainable solution for the health of the Estuary and Ventura’s water supply by 2025.

Wastewater Reuse

The "Santa Clara River Estuary Special Studies" process has included three separate studies and many stakeholder meetings.  One of the studies investigated reuse options including urban and agricultural, as well as groundwater recharge.






Water Efficiency

Recent re-oganization at the City also created the new 'Ventura Water' department, with the intent of consolidating it's water management into a single department including supply, wastewater, and stormwater.  (The latter has been left out for the time being.)

At a recent workshop, Ventura Water rolled out a draft 'Water Efficiency" plan, which includes an overview of a spectrum of ways to enhance efficient use of water.  Included in the draft plan are the recycling alternatives above, as well as potential for disposing of wastewater to the new Oxnard Advance Water Purification Facility (AWPF) and reuse of Ojai Sanitary discharge to offset water currently used in the local oilfields.


Commentary:

Up until now, the emphasis of the Santa Clara Estuary Enhancement Studies has been on demonstrating the need for estuary discharge to maintain beneficial habitat.  This is a complex question, but many stakeholders commented that an analysis relating the water level in the estuary to habitat quantity was too simplistic and therefore inconclusive.



Now the legal settlement changes the conversation from "how much should continue to be discharged" to "how much can be reclaimed."  This presents an opportunity for the City to pursue the most effective multi-benefit solution.

We have advocated that the City of Ventura should undertake an 'Integrated Water Management Plan' (not to be confused with IRWMP.)  With such a plan, an ecosystem-based management approach should be taken to ensure the rivers and estuaries are enhanced through more efficient use/reuse of limited water supplies to enhance the overall water budget.
